Windows XP Service Pack 3 Release Candidate 2 is available to the public. Specific registry settings will allow you to be offered SP3 via Windows Update.
Download the script and run it on a machine currently running Windows XP Service Pack 2. The script sets a registry key on your system. The registry key is required for Windows Update to recognize your machine as a valid target for Windows XP Service Pack 3 RC2.
Versions of Windows XP Service Pack 3 prior to Release Candidate 2 should be removed before attempting to use the registry key. Windows Update will not offer Release Candidate 2 to machines with previous versions of the Windows XP Service Pack 3 beta.
It is recommended that you apply the resulting update package to an activated, genuine copy of Windows XP, in a test environment. As with any pre-release software, it is also recommended that you back up files and settings on your machine before applying this update package.

I have tried four different times now to get that SP3 to install. It fails every time. Now I am trying different methods like, not installing any updates, running the reg file, then attempting to download SP3. Will try updateing then running the reg. All in all, not going very well at all. I will post my findings after all attempts fail, or if I succeed.

The only way i was able to ever see the SP3 in update: fresh install of sp3, run the reg before doing any updates!. Run your updates. reboot, more updates, reboot, wash rinse repeat. Make sure to set windows update site to show betas before beginning any of the updates. 90 billion updates and a good 90 minutes later, SP3 will show as available for download.
The first two time, I saw SP3, but it failed to install. 4 more tries resulted in no SP3 showing. 5th time it showed, and the entire interface for the SP3 on update site was different than the first two attempts. The window to select it was different, the download progress window was different, everything was different from the first two attempts. I think someone forgot a line of code or something when it was first announced and after a flood of forum posts, the download problem was fixed.
